But what if you are an exporter dealing with hundreds or thousands of business partners worldwide? How do you manage PSI requirements not only on an individual level but also on a country-by-country basis, especially when many nations mandate PSI for imported goods?

Why Pre-Shipment Inspection Matters

How Pre-Shipment Inspection Works

Pre-shipment inspection is typically conducted by a private inspection agency, and the responsibility for arranging the inspection usually falls on the importer. In most cases, the importer can choose from several inspection agencies, although some countries mandate the use of a specific agency. The cost of the inspection is generally borne by the importer, though in rare instances, it may be covered by the importing country’s government.

The process involves the following steps:

  1. The importer contacts the local office of an inspection agency after obtaining an import license.
  2. The importer pays for the inspection upfront or in installments based on the value of the goods.
  3. The inspection agency in the importing country coordinates with its counterpart in the exporting country to schedule the inspection.
  4. The inspection agency in the exporting country contacts the exporter to arrange the date, time, and location for the inspection.

What Does Pre-Shipment Inspection Include?

Pre-shipment inspection is a comprehensive process that covers:

  • Quantity and Quality: Verification of the quantity and quality of goods against the agreed specifications.
  • Packing and Marking: Inspection of packaging to ensure it meets international standards and protects goods during transit.
  • Loading Supervision: Monitoring the loading process to prevent damage and ensure proper handling.

Upon successful completion of the inspection, the agency issues a Clean Report of Findings (CRF), which confirms the value, condition, and classification of the goods. The CRF can be used to facilitate payment under a Letter of Credit and is often authorized by a Chamber of Commerce. With the CRF, the goods can be exported, and the importer can use the document to clear customs in the destination country.
